The International Maritime Organization has elected Mr. Arsenio Anonio Dominguez Velasco (Republic of Panama) as Secretary of IMO, with effect from 01 January 2024 to serve a four-year term.
The IMO council appointed Mr. Dominguez during the 129th session (C129) meeting held from 17 to 21 July 2023. The final verdict will be ruled out by the IMO Assembly when they meet for the 33rd session from November to December.
Mr. Dominguez Velasco is currently the Director of IMO’s Marine Environment Division. His term started in January 2022 as he is no stranger at the IMO since he joined the IMO Secretariat in 2017, starting off as Staff Secretary-General before being Director of the Organizations Administrative Division in 2020.
With 27 years of experience in maritime, Mr. Domiguez Velasco first started his maritime career as a port engineer at Armadores del Caribe in Panama. Born in the Republic of Panama, Mr. Domiguez Velasco completed his Bachelor of Science from the Fermin Naudeu Institute in Panama. Mr. Dominguez Velasco also holds an MBA from the University of Hull, and a Certificate of Higher Education in International Law and European Politics from Birkbeck University, both in the United Kingdom.
